  5.     The Governors of the economically beleaguered Northeast are
  6. calling it quits. First Michael Dukakis, surveying
  7. Massachusetts' shattered miracle, announced he would not seek
  8. re-election this fall. Then Connecticut Democrat William
  9. O'Neill said he had no taste for the difficult campaign he
  10. faced after hiking the sales tax to 8% and chopping $600
  11. million out of the state's $7 billion budget.

  13.     The latest dropout is Democrat Madeleine Kunin of Vermont,
  14. who announced last week that she will not seek a fourth term.
  15. She has been forced to cut social programs and propose a 3%
  16. income tax hike. Kunin blames Washington for "telling the
  17. American public they can have it both ways: no tax increases
  18. and increased social services. Unfortunately, Governors can't
  19. play by these rules."
